Why do people suggest travel insurance for war-related concerns??

I notice a lot of folks on here suggesting travel insurance when someone posts about concerns related to the war in Iran and travel plans. I'm baffled by this. I have never seen travel insurance that covers cancellations or delays due to war. War and pandemics are in the fine print as events that are not covered. Cancelling just bc you're nervous also isn't covered.

From what I've seen, the rare travel insurance that will cover all circumstances is prohibitively expensive and only pays out a percentage of the booking if plans are cancelled.

Isn't it smarter to just get refundable tickets and book accommodations that don't require up-front payments? Also, many credit cards have travel insurance as "good" (or bad, depending on your perspective) as dedicated travel insurance companies.

What am I missing?
