3 week itinerary Europe- thoughts?

Will fly from Australia to vienna.

• 5 nights in Vienna
• 4 nights Prague or Budapest(train from Vienna)
• 7 nights in lisbon (Fly from Prague or Budapest)
• 3 nights in either Madrid or Rome.(Fly from Lisbon)

Vienna and Lisbon are locked in and have been to Madrid once before but unsure if Rome or Madrid would be a better end to the trip-both are good long Haul transit places. So total would be 4 cities over roughly just under 3 weeks- is this too much or just right?
